Does this scenario require an execution fee?
No, for a qualifying mail renewal on DS-82. You pay only $130.00 to the Department of State. If you no longer qualify and must use DS-11 in person, you pay execution again.
The $130 only works if DS-82 still applies
Mail renewal is cheaper because nobody has to witness your signature. The Department of State still wants $130.00 for the book. They do not want the $35.00 facility fee on this path. That bargain disappears if the old book is damaged, if you changed your name and cannot document it, if you were under 16 when it was issued, or if it has been too long since the issue date. The government publishes the eligibility list; we do not invent extra loopholes.
People routinely mail DS-82 when they should have used DS-11. The package comes back, the trip is closer, and they pay the execution fee anyway. If you are unsure, read DS-11 vs DS-82 and the official renew rules before you buy postage.
