You cannot DS-82 a missing book
Mail renewal needs the old book. If it is gone, you are on DS-11 in person plus DS-64 describing the loss. Report the loss so the old number can be invalidated. Applying without DS-64, or pretending you still have the book, is how people end up with two valid numbers and a problem at the airport.
